Welcome
Nikkole Flowers called the meeting to order at 3:00 pm. We will now begin our August 22, 2024 meeting of the School Governance Council of Manning Oaks Elementary School. The council welcomes and encourages citizens to attend its meetings to become better acquainted with the programs of Manning Oaks Elementary School and the role of the School Governance Council. This meeting is open to the public but is not a public meeting. Citizens are welcome to attend the meeting but must refrain from interruption or distracting the council proceedings. If there are any questions or information that you have for the Council, you may contact one of the council members after this meeting or plan to speak at one of the meetings that reserves time for public comments. You can find the Council member contact information, meeting dates and agenda on the School Governance page of the Manning Oaks Elementary School website.

All members introduced themselves to the council. Also in attendance was Katie Kinsey, the district representative for SGC to support as needed.
- Discussion Item: Nominate Representative for Superintendent’s Parent Community Advisory Council (N. Flowers)
Lucy Pastore accepted the role as SGC representative for this committee.
- Discussion Item: Determine Meeting Schedule for year (All Members)
3rd Thursday of each month- 6 required meetings starting at 3:00pm and ending at 4:00pm and do a mix of virtual and face to face meetings. - Discussion Item: Strategic Plan (N. Flowers)
The county has done work on this over the past year and half to create the strategic plan. There are 6 goals that each school will be working on, and each will determine the metrics for their individual school.
Part of this work that SGC will do is to dig into the work and look at the data and other things. We will need to create and approve the draft that will be submitted to the area superintendent.
Ms. Flowers shared some of the metrics that we will be looking at as we look at the specific metrics and then review together with the leadership team.
- Our next meeting will be September 19, 2024, at 3 pm. Katie will send sample agenda for September. If there is anything anyone wants to add, you can contact Ms. Flowers. Lenelle will let you know things with PTA, spirit nights, etc. She will partner and make sure that the calendar is clear and spaced out enough so parents are not overwhelmed.
Informational Item: Principal Update
• Ms. Flowers welcomed everyone. She wanted to thank parents, students, teachers, and the community for their support this year.
• Had major renovation this summer, new flooring in all classrooms and closets, new lightning in hallways. New HVAC system, but still having some minor issues, so they are still working through those small issues. Really excited about these changes - Projected at 750 students, currently are a little shy of that . Many of our families don’t enroll until after the first 10 days of school Teacher allotments are determined on those enrollments on the first 10 days., based on these could gain or lose teachers. Hopefully no teachers will be taken. In our 4th grade team, we have large class sizes.
• Staffing changes came at the peak day count (day 6-7). Due to class numbers, we will gain a 5th grade class. It has not been determined if the position will be filled with a surplus teacher or not at this time. In addition, we lost our bilingual liaison position; however, the staff member was moved to a vacant parapro position in the building. Our international community will be supported through the committee.

Officer Training (Required for All Council Officers)
Our Chairs, Vice-Chairs and Parliamentarians serve as leaders on their councils and liaisons within their communities.  This training will offer our officers the opportunity to learn from the Governance Team and each other about council responsibilities and tactics for focusing the work of their teams on the strategic vision of their school.
Cross Council Opportunities
The Governance Team is excited to share with you that we will be hosting a series of Cross Council meetings meant to support SGCs with the task of aligning their work for the school year to the strategic goals and initiatives of their specific school as well as those of the district.  These sessions will offer members the opportunity to work and hear from councils around the district and engage in discussions with the Governance & Flexibility Team.  The meetings will take place in-person at the dates/times/locations below.  We encourage all SGCs to select up to two members to attend one of the sessions and register to attend using the links below.  Note, each session will cover similar content, so your team does not need to register for multiple sessions.
*** SY24-25 Council Initiatives: Begin discussions to determine the focus of the council’s upcoming work. Lean on your school’s Semester Action Plan to ensure the work of the council is aligned with the goals and initiatives being targeted by the school leaders. Task the council with prioritizing 1 – 2 initiatives the SGC could lead or support throughout the year.

Discussion Item: Charter Dollar Expenditure Proposals This year, schools have received $46,391 in Charter Dollars to help meet their strategic goals through local innovative solutions. These funds should be used for non-personnel purchases such as supplies, registrations, communications, etc. When purchasing personnel, schools are advised to use other funding sources allowable for positions. If Charter Dollars are requested for personnel, the expenditure will require approval from the Zone Superintendent, SGC, and Executive Director of Governance and Strategy. Additionally, any materials purchased to support literacy instruction must align with GaDOE literacy requirements. Each Charter Dollar expenditure requires an SGC vote for approval, the completion of the Charter Dollar Expenditure Form, and is subject to the same district guidelines that govern school cost center budgets. All Charter Dollars must be spent in the year they are received to support our current student population. We encourage SGCs to schedule discussions early in the year to plan for these expenditures, ensuring all purchases are made before end-of-year spending deadlines.
